[Mapbender-dev] utf-8/pgsql_data in branch 2.5

Hi,

the utf-8 pgsql_data sql contains the insert statements for the
translations table for lang "de" two times, thus throwing ugly
"FEHLER:  duplizierter Schlüssel verletzt Unique-Constraint" messages.
I couldn't find this in the iso data file.
