[Mapbender-dev] motion: add Lars Beck to PSC

I hereby motion to add Lars Beck to the Mapbender project steering 
committee.

So far he has developed several Mapbender features, worked with 
Mapbender in a lot of projects and in general has a profound knowledge 
of web technology. He would be an asset to our project.

Please second this motion and vote +1, 0, or -1.
