[Mapbender-dev] i18n: LC_CTYPE vs LC_ALL

Hi Chirstoph,

no objections. Another way would be to leave LC_ALL and additionally
set the LC_NUMERIC locale to "C".
This solves the decimal point problem, and leaves the rest untouched.
I have no favorite, but also can't really overlook implications of
either change. I have successfully tried the second method with
changeEPSG module, i.e. the translation and calculation - still having
some overall functionality problems :-)
