[Mapbender-dev] Ecnoding Troubles with Capabilites Documents

Unfortunately I will be traveling the next days so that I don't whether I can test it myself. 

But in any case I don't get the logic because I cannot find any encoding tags anywhere in the Capabilities document - so how can anyone know at all?
