As discussed during the IRC meeting yesterday, here are the instructions 
how to register as a mentor and how to rate the applications

On a second thought I volunteer to mentor both, but it would be nice to 
have some additional guidance by the developer community. I will ask 
Andreas Fischer, as he suggested the project.
