[Mapbender-dev] WMS-Time support

Dear devs,

we will be having a student for an internship the next weeks. Since in
the preceeding small project he worked with UMN Mapserver WMS-time
support and related user interfaces, I thought the support of time
enabled WMS would be an interesting feature for mapbender.

Before we start, I would like to gather thoughts and comments about
this idea. Also if someone has already done some work in this
direction, it would be good not to invent the wheel twice.
