[Mapbender-dev] Module inclusion Order

Dear Mapbender-Dev,

In map.php gui elements are included sorted by their defined position,
their modules however, are not sorted and are included as they come out
of the database, which probably mostly is in the order they were added [1].
This just bit me, and I suggest we also include modules in the order
of the elements they belong to.

But since this order might be important for modules other than mine, I
am hesitant to just change it.
