hello charles,

on what way to want the portal users download data? should they have a
module, where they can download the data directly from the gazetteer
module, you already use? or should the user have a list, from where they
can choose a dataset which can be download?
in an standardized sdi, the download of data may be done via wfs/wcs or
direct links, which are often in metadata records. the european sdi had the
same problem. it is difficult to harmonize the way
of getting to different distributed spatial data.

mapbender is a system, which is able to harmonize this based on wms/wfs and
metadata. we use it in our sdi as a central register for ogc webservices
and it fulfils the demands of the european sdi, which is called inspire.

in your case, you may only need a simple way to let your users download
some datasets, which you manage central at your own organization but the
way of giving an access to this datasets is the same as it is in a
distributed environment.

i think you will need the module that i send you some days ago. it is quiet
close to the gazetteer module, but has also a possibility to export the
data as shape/gml.

under search/download modules you have a layertree as for the wms layers.
this tree is generated from wfs_confs. the ids for the wfs_confs which show
in the tree are defined as element_var in mapframe1:
wfsConfIdString
it is a comma separated list of ids, e.g. 10,8,..
alternatively you can add new wfs_conf via get parameter it is done in the
url before: FEATURETYPE[id]=64

that is an easy way to have a list of downloadable datasets in form of an
tree.

the other alternative is to use the way like it is done for building up the
sdi of the european union ;-) . here we have so called downloadservices.
they are either atom feeds and/or wfs2.0 or links to raster datasets. it is
some what more standardized.
as a result, you may have a list of datasets with view- and
downloadservices. this is possible for rasterdata, vectordata and via wms,
wfs or direct links to ressources in the web.
please have a simple look at following table (which is generated from
mapbender):

you can click on the + and the the corresponding services and links.

please give some feedback, if such a solution will be a possible way for
you. i may explain you some things which have to be done to generate this
from mapbender.
