Does the API contain functions for creating and managing users,  
groups and roles?  The mapadmin tool seems to use functions like  
AddUser but these functions don't seem to be documented anywhere.

SHD> The User/Group/Role management APIs are not published APIs.
They are currently declared as external in
\MgDev\Common\MapGuideCommon\Services\Site.h

Also, are there any functions in the API for determining if a given  
user has read and/or write access to a given resource id without  
having to actually get and parse the headers of all the resources  
involved (in the case of inherited permissions).

SHD> Sorry, there is no such API currently.
