I think requiring being logged in is a good idea.  I had the opposite
problem a week or so ago: I added a comment to a ticket thinking I was
logged in but I wasn't, and so my name wasn't listed with the comment.

Hi all,

not pointing fingers at anyone 'cause I'm quite likely to make  
changes without logging in as well, but I would much prefer that  
people who want to file tickets or comment on them be logged in  
before they can do so, so I know who I am talking too.  Currently, it  
is far to easy to comment anonymously.

I noticed on SAC that Frank is going to be setting up a capability to  
create new logins.  I think this would need to be in place before we  
could enforce this rule, but I just wanted to see where everyone else  
sits with respect to this
