[mapguide-internals] WIKI_DELETE privileges

I just tried to update a file attached to an RFC (to replace the
existing one), and I got this error:

	WIKI_DELETE privileges are required to perform this operation

This is new.  Is this restriction intentional?  If so, what's the proper
way to update an attachment?
