I broke it into 2 settings to be consistent with other settings that are
already there. (Example: DataConnectionPoolSize and
DataConnectionPoolSizeCustom)

Is it easier/better to add the new setting than to extend the existing
setting?

DataConnectionMaxConcurrent        = 20,OSGeo.SDF:10

If there is limited discussion on this item, I would be interested in
whether we could have a vote on this prior to the end of the typical 1
week period.  This really needs to get submitted before beta 2.
