[mapguide-internals] trac running yet?

The pre-commit hook ensures that every commit needs to identify a 
ticket. The post-commit hook allows the developer to specify something 
like "fixed #3" and trac will automagically resolve the ticket and close it.

Collectively they allow bi-directional links from tickets to change 
lists and vice versa.
