[mapguide-internals] Final update to MapGuide RFC 14 - Cartographic Stylization Engine

I've made a few minor changes to the symbolization schema to address the
recent feedback:

1/ Renamed the LineWeightContext element in PathType to
LineWeightScalable, and corrected its documentation.

2/ Added an optional PositioningAlgorithm string element to
SymbolInstanceType.  Here's its documentation:

	Specifies the algorithm used to generate candidate positions for
the symbol.  This must evaluate to one of: Default or EightSurrounding.
Default means generate one position using the feature geometry (used for
normal rendering).  EightSurrounding means generate eight positions
surrounding the feature geometry (used when labeling point features).

3/ Improved documentation for a few other elements.

Only the schemas attached to the RFC have been updated, and no changes
to the RFC text were made.
