[mapguide-internals] Patch for MGOS1.1.0 GDAL FDO 3.2.0 provider

I just copied in the new files and ran a quick test with a TIF and all seems
to be well.  Unfortunately, most of the imagery that I have on that server
is MrSID and ECW so I was not able to do more comprehensive testing.

To install: 
1) Download zip file 
2) Stop the MapGuide Server service 
3) Unzip the files to C:\Program Files\MapGuideOpenSource\Server\Bin\FDO.
Note that you should get a "Confirm Replace" dialog; if you don't you're
putting things in the wrong directory.

4) Start the MapGuide Server service 

Could someone please test it before we do a general announcement?  (So far
both Frank and I have verified it.) Please reply with your findings.  Thanks
