[mapguide-internals] Patch submissions

We discussed this in March.

I _think_ the resolution was that you should submit a patch as an
attachment (or attachments) to the appropriate ticket type in Trac;
either bug or enhancement.

As part of this, we were going to set up mapguide-internals as the
default owner of new tickets, so notifications would be sent to the
list, and discussion would stay on the list until re-assigned.  I don't
know if we got consensus on this point though.

In the meantime, maybe just do the first part, and assign the ticket to
mapguide-internals at lists.osgeo.org 

Anyone not OK with this?
