[mapguide-internals] Navigation Update

My plan is to remove the static menus (and all the duplicated content) 
once I am closer to being done. That will push the Navigation menu to 
the top of the left nav.

I agree the tabs are sitting low but I don't have write access to the 
CSS files. I'll need someone from webcom to help with that.
