[mapguide-internals] MapGuide RFC 20 - New QueryFeatures API -Part2

I have removed RFC 20 from the osgeo site, and added the changes to
RFC15 as an addendum. Please let me know if you have any further

I agree with Jason that this probably doesn't require an RFC.  For  
changes that are limited in scope and non-intrusive (like this one),  
a brief exchange on this list would probably be sufficient.
