[mapguide-internals] Required login for posting on Trac

Currently, it is not easy to guess that you have to log in to post a 
Trac message.

Could there be a "Please Log in to post comments for this entry" message 
on the page ?
Also, the "New ticket" has disappeared.
Could there be a dummy button with a helpful message for people who are 
not logged in?
