Jason,

That change was done around March (in build 54), to make the "like"
operation consistent with the rest of the other operations. 
It means "Like" is now case sensitive.

And yes, with this, it included support for lower and upper function so
that your call can be replaced with something like this

Upper(lastname) like 'SMITH%'

It would be useful if there was some way of overriding this.  I want my
users to be able to find things without having special knowledge of the
data.  If there is a lower() or upper() function in SDF, I guess I could
use that to force comparison of like-case?

I think at some point the behavior of LIKE was changed from case
insensitive (like old MapGuide) to case sensitive. I'm fuzzy on the
details of when that happened.
