[mapguide-internals] Submitting coordinate system changes, RFC 35, Ticket #278

Hi,

We will be submitting some coordinate system work that is being done by
several developers.  They will be submitting it one after the other so
the build will be broken (especially Linux) for about a day.  Please
hold off on getting the latest code *after the first of these checkins*
until we send out a subsequent message saying that everything is checked
in.  Sorry for this, but this is the most expedient way of getting this
in right now.

You will know what the first commit is because it will be attributed to
ticket #278.
