[mapguide-internals] RFC 29 - MDF Schema Changes for Stylization

I had to add two more proposed schema changes to the RFC.  These are in
the sections marked:

* SymbolInstance Usage and Geometry Contexts
* StartOffset and EndOffset Default Values in LineUsage

The RFC is still open for feedback.
