[mapguide-internals] RFC54 related - as we are changing the layerDefinition and mapDefinition schema

I think this relates to RFC 50 which is also rev'ing layerdefinition

Software supporting MG needs to be updated when the xml schema's change so
doing
this all in one hit should reduce the impact of changing these

Layers aren't really renderable by themselves like maps, except when they
are WMS'd but WMS can
specify the requested image format, where would this get used?

Perhaps there should be a default image format for a map which can be
overridden at the (base) layer group level

it would be nice to resolve that, selection almost requires a layer
definition to describe it's formatting
