[mapguide-internals] Vote: Make MGOS 2.0.0 RC4 the release

I just had to reboot my server because RC4 crashed/locked up and the
service wouldn't respond on windows 2003

I have logged a ticket http://trac.osgeo.org/mapguide/ticket/462
