[mapguide-internals] MapGuide RFC 52 - Remove GD Renderer

I think it makes sense to first fix the open ticket (which I haven't had time to work on since last week), and also look into some of the feedback on Zac's blog.  Once that's done I'll send out the RFC again, and by then it should be ready for a vote.

I guess we haven't seen any conversation on this yet...

I don't really see any real problems with this RFC.  AGG is generally
superior for visual quality (with some oddities), and it appears to be
similar for performance.
