I think it would be best if we could provide the performance benefit of css sprite legends out of the box, but also think it important to allow users to easily point to a custom image strip.

And for truly different requirements, I think that fusion 2 has custom legend renderer plug-in capabilities.

I'm assuming that the map authors would like some control on how the legend swatches look; and that's why I think there should be a chance for the user to specify the image strip. Perhaps I'm wrong.
