[mapguide-internals] Motion: Commit rights for Norm Olson

Hi PSC,

I would like to propose that we give Norm Olson MGOS commit rights.

Norm has written numerous defect patches and enhancements for MGOS over the past several years that have been related to the Coordinate System API and underlying CSMAP library used by the Coordinate System API. I would like to motion for a vote to give Norm commit rights.
