Yes, that was the rationale.  

MapGuide still has far more potential new users at each release than existing users, and we have to make the install story easy enough that they are tempted to try it out.  This is also why I want the full FDO release binaries in the install, even if the ones with external dependencies (rdbms providers mostly) are initially commented out.

Ideally, we'd have a Quick Start feature, including the sample data and developer code as well as an intro html page (like that which comes with tomcat) with links to the admin page, web API pages, demo maps, strategic web resources, etc...

I did try to structure the code in a way that would allow feature-specific install wrappers to be created easily while sharing the same setup code; so if there is a strong demand for this I don't think it would be hard to do after the initial release.

I hope later this year to look at integrating with OSGeo4W as well, but my experience trying to get mapguide to compile against newer apache/php has me a bit scared :)

I think Jason made that decision, so he can probably answer better.

I prefer to keep it as a single installer, because you need both anyway, 
so this way there is only one download.
Most users do not have multiple machines, and just want to install 
everything and try it out.
Experienced users, can just de-select the parts they dislike, and 
install the desired components on seperate machines.
