[mapguide-internals] Found at least one memory leaks in Mapguide API

Hi Walt,

Fixing these leaks helped on the memory usage, but there is still some more
leaks in the MgWebLayout.
There is something between
  ToolBar,TaskPane,ContextMenu ( all hold widgets )
and a temporary widget holder called
  m_cmdWidgets

refCount seems to be ok, but my maskManager can't lie with memory
