[mapguide-internals] Found at least one memory leaks in Mapguide API

I've implemented, just to see the effect, the RemRef approach.
It crashed ...

So i was wrong in my analyse
When m_toolbar is disposed it's really the MgWebCommandWidget (not the
MgWebWidget) destructor that is called. 
But this MgWebCommandWidget  destructor does not fire the MgWebCommand
destructor

Still investigating
