[mapguide-internals] RFC 77 - Create Feature Source is ready for review

I'm glad this is finally being addressed. Being only able to create new SDF
feature sources has been quite a limitation.

One thing about GetFileOrFolderName() ...

Is this going to use FDO's ICreateDataStore under the hood? Because I am
wondering what file-based providers require folder names? Secondly from a
security/permission context, would there be any restrictions imposed (from
mapguide/webserver/system) on certain folder paths?
