[mapguide-internals] Web Layout XML Schema Update (Re: RFC 66)

I'm pretty sure (but not 100%) that these are already supported in Fusion's ApplicationDefinition.

I think they fit in the MapDefinition?
That way, both Fusion and WebLayouts can get the functionality.

OTOH, it is a layout issue...
