[mapguide-internals] RE: Motion RE Sandbox access?

Do I need to formalize this be re-submitting as a real motion?
We're currently sitting at:
+1: Tom, Bruce, Haris, Andy, Kenneth (and me)
No great objection: Paul
No comment: Bob
How about this... by end of day Monday (GMT -7), if nobody objects, I'll treat the following as passed:
"that the MapGuide project will grant sandbox access to any developer proposed by a member of the PSC (via an email to the MapGuide-Internals mailing list) without the requirement of a vote. Sandbox access can either be user-based or project-based based on the stated needs."
In the future, I'm going make an effort to distinguish better between discussion and motion.

Given that we seem to have failed on the meeting thing this week, I would like to get one of the items out of the way with a motion.
Are there any great objections to me tabling a motion worded something like:
"that the MapGuide project will grant sandbox access to any developer proposed by a member of the PSC without the requirement of a vote, and that said sandbox access can either be user-based or project-based"
?
