[mapguide-internals] error with testing 2.1

On xp sp3 using a test installer from jason, i am getting this error
with a map in epsg:4283

The coordinate system initialization failed.
Could not initialize the geodetic transformation.

the path is correct

MENTOR_DICTIONARY_PATH=C:\Program Files\OSGeo\MapGuide
Server\CSMap\Dictionaries\

sheboygan sample however does works fine

any ideas?
