[mapguide-internals] Installer - work in progress

Maestro or the server? it would be great to get rid of this dependancy
and avoid the reboots, it's ok on your own desktops but can be a real pain
on a server.

dev stuff aside, is it worth considering just hardwiring the path in the
app to ..\CSMap\Dictionaries relative from the bin dir?

reboots are so 1990's :)

this also allows multiple installs of versions of mapguide if we
remove this requirement

can someone can explain why this is needed at all?

or does php require this as well?
