[mapguide-internals] Patch for ticket 660

Hi All,

I have created a patch for ticket #660.

The patch updates some rendering service APIs to include a more fine grained
error message instead of the generic "value cannot be less than or equal to
zero" which is meaningless when the offending value could be any of the
following: width, height, dpi, view scale or meters-per-unit.
