[mapguide-internals] Sandbox for Xerces and DBXML upgrade work

Hi everyone,

I am going to create a sandbox for Rohit to submit his work to.  The Xerces and DBXML upgrades are a little involved so having a separate sandbox should give us more visibility into the code changes and also give us an area where we can check for stability an integration issues before committing the code to trunk.
