[mapguide-internals] IIS7 request limits

Hi all (especially Jackie and Trevor)

I'm running a local copy of IIS, and just went to run a load procedure.  I
ran into a problem because the default setting for maximum allowed content
length is under 30MB.

Do you think we should elevate this value as part of the IIS installer
configuration?

There are other settings (maxQueryString, maxUrl) that look like there is
potential to cause problems for long requests, and I wouldn't be surprised
to see us overrun these with deeply nested resources.
