[mapguide-internals] Please review RFC 107

Will this API call also be added to the MapAgent, preferably with 201
and 500 http status codes for success and failure?

I personally also feel there would be a LOT more bang for the buck
completing the meta-tiling work that Zac started, but there would be
considerable work required for that.
