Ah, I see that now (BTW my browser has caching turned off).  I was actually looking for more verbiage there describing how we are using a currently unspecified part of FDO and that this is limited to only WMS and WFS providers.

That is, the sentence "This will primarily allow for acquiring the "runtime" capabilities of WFS/WMS providers" is still too weak in my opinion.  We should be explicit and say that "This new method should only be used to get connection-based capabilities on WFS and WMS providers until FDO specifies how connection-based connections should behave; use on any other providers may cause compatibility problems in the future or performance problems now."

As this is just informational, I suggest updating the RFC with this information after the vote.  No new vote should be required, because this information was already part of the RFC discussion.

I think you need to delete your browser cache as the 2 changes are there.

ie: Specifically mention that this is for runtime WFS/WMS capabilities and that backwards compatibility will not be broken.
