Also try setting the NLSPATH variable to point to the fdo3.5 nls subdirectory in order to get better error messages.  So for example, if your fdo is at /usr/local/fdo-3.5.0 then set the NLSPATH to 
/usr/local/fdo-3.5.0/nls/%N

that error i have only seen with oracle issues, i think it's potentially a bug,
just try installing the oracle instant client

it's a beta afterall and this is the first release with oracle
included me thinks
