It is closely related to CS-MAP RFC 2 which you can read here: http://trac.osgeo.org/csmap/wiki/CsMapRfc2

These related RFC's are intended to remove the WGS84 pivot datum requirement from CS-MAP, move certain hard coded features from inside CS-MAP to user modifiable dictionaries, and move the function of geodetic data catalogs (.gdc files) to a new dictionary object, the Geodetic Transformation Dictionary.
