[mapguide-internals] RFC88 for review

Hi All,

I am proposing a new RFC that allows users to override the initial view and
scale of the AJAX viewer via URL parameters.

I believe the turnaround time to implement this is very quick thus the 2.2
milestone target on the RFC.
