Jackie, this looks fine to me.  I also like Zac's suggestion of supporting an EXTENT parameter as an alternative, I suspect for a lot of people they will know what region they want but not necessarily the scale.  Using EXTENT would allow the system to choose a scale most appropriate for the current viewport size.
