I've updated the RFC with thoughts on handling illegal parameter values.

Basically an exception is thrown on:

1. Illegal parameter values (eg. A non-numeric X, Y or SCALE, or a BBOX
without 4 point values)
2. Illegal parameter combinations (eg. An X parameter without the Y
parameter)

Initialization will be aborted on any of the above scenarios.
