[mapguide-internals] 32 bit installer on build machine

I wonder if we need two installer paths, test and prod. Test includes
the docs, mapagent test pages, templates, schema viewer, is set to
allow authoring, full logging, default passwords and php errors on.
Prod tightens up based on secure install recommendations and, ideally,
prompts for passwords.
