[mapguide-internals] [PATCH]: "Sticky" tooltips for AJAX viewer

Hi All,

Please review a patch I have attached for trac ticket 1236, which implements
"Sticky" tooltips for the AJAX viewer. 

This allows the tooltip to "stick" in its current position while the mouse
pointer is within the bounds of the tooltip (tooltip div bounds + x/y
padding), thus making it line up functionally with the Fusion implementation
and finally making it possible to have interactive tooltip content in the
AJAX viewer.

I'd like for this to make it in the 2.2 release, as the changes are
relatively minor yet opens up new UX possibilities for the AJAX viewer.

I've tested this patch successfully with Firefox/Chrome/IE
