[mapguide-internals] Patch for ticket 1583. Please review

Hi All,

I've attached a patch for ticket 1583

The problem was that in JPG tile mode AGGImageIO::Save was doing an invalid
free of the gdImgPalette pointer. The patch modifies this to only free this
pointer when the format is GIF or PNG8 as these are the only formats where
the gdImgPalette pointer is created.
