I see a place where it could be usefull on the WebLayout

I wanted to add a flag "CloseTaskPaneAtStartup" but didn't knew exactly
where to put it whitout having a lot of modification everywhere ( mapguide
studio, maestro ...)
Having this at the WebLayout level would be much more easy to add new
parameters.

I think we should had this at the MapDefinition and Weblayout level.
