If it can be built with the express edition of visual C++ 2010 in 32 and 64
bit configurations, I support the move.

As it currently stands, the full stack can be built on VC 2008 express (at
least in 32-bit. Unsure about 64-bit). This is a quality we want to preserve
if we do switch Visual Studio versions. Contribution to this project should
not require a Microsoft buy-in.
